e-Gov データポータル is the open-data portal for Japan. It runs on CKAN, an open catalogue standard used by many national governments. You can browse it directly at data.e-gov.go.jp/data. Reuse terms are set out in the portal's terms of service (Blanket PDL 1.0 (公共データ利用規約第1.0版), Digital Agency. Commercial use permitted, source attribution required, edits must be declared as edits; stated CC BY 4.0 compatible.).
Licences here are declared per dataset via Portal-wide terms of use; no per-dataset licence field is populated (100 of 100 sampled records had license_id null). A machine-readable summary of the licence mix isn't available yet, but Vizzie surfaces each dataset's declared licence (or notes when none is given) as you browse — remember that an undeclared licence is not the same as public-domain or free-to-use, so check before you reuse.
